To repair Steam, run the following command in your console with administrative rights
→ Win8: Win + X
→ Win 7/ XP/ Vista: Win + R
C:\Windows\system32> <Path to your steam-folder>\Steam\bin\steamservice.exe /repair
runas /user:LocalComputername\administrator <Path to your steam-folder>\Steam\bin\steamservice.exe /repair
